The consequences of bad governance and the lack of the rule of law, which go beyond the lack of control of the territory in Albania, are leading every day to a form of emotional governance where the responsible institutions or law enforcement agencies are replaced by boards or committees as extra legal solutions which reach to the extent that the provisions of the Criminal Code or of the Criminal Procedure are replaced by normative acts of the government. This is scandalous.
